I am directed by Mr Secretary Long to trans-

mit to you for the consideration of the Shipping Con- troller, a copy of a despatch from the Governor of Hong Kong relative to a request to transfer the River Steamer "Namhoi" from the "ritish to the Chinese flae. 2. The Secretary of State would be glad to know what reply should in Sir Joseph Maclay's opinion be returned to the Governor of Hong Kong.

3. Copies of this letter are being sent to the Admiralty and the Board of Trade.
